I am inclined, as I said in my minute of 30th December 1895, to think the German Consul's contention correct and I think the Police should be instructed not to attempt to serve a summons again on board a foreign Man-of-War.

As however the summons was issued as the Commander had a right to ignore it (so far as obeying its order concerned) it in effect only gave him notice such a summons had been issued and could be served if the men in question came on shore.

Moreover the Consul has expressed no regret at the error in his first letter where he alleged the summons was personally served on the men on board without the permission of the Commanding Officer, I think therefore, unless any further communication comes from the Consul that no reply is necessary.
